Shreveport, LA — Louisiana Department of Wildlife and Fisheries (LDWF) enforcement agents cited three men on December 13 for alleged fishing violations in Madison Canal.
Senior Agent Cody Salpietra issued citations to the following individuals:
– **Xiufei Zhang**, 50, of Metairie, for possessing an undersized red drum.
– **Tong Lu**, 62, of Metairie, for exceeding the limit on spotted sea trout.
– **Zi Xing Shi**, 62, of Slushing, New York, for exceeding the limit and possessing undersized spotted sea trout.
During routine patrols, Salpietra observed the men actively fishing and conducted inspections. He found Zhang in possession of an undersized red drum, which was confiscated and donated to a local charity.
Salpietra discovered Lu with 21 spotted sea trout, six over the legal limit. These fish were also seized and donated.
Lastly, Shi was found in possession of 22 undersized spotted sea trout. The fish were confiscated and similarly donated to charity.

In Louisiana, the daily limit for spotted sea trout is 15 per licensed fisherman, with a size range of 13 to 20 inches. The daily limit for red drum is four, with a size range of 18 to 27 inches.
### Potential Penalties
Each violation carries a fine of up to $350. Additionally, civil restitution fees for the replacement value of the fish are as follows:
– Zhang: $27 for the undersized red drum.
– Lu: $174 for the excess spotted sea trout.
– Shi: $203 for the excess and undersized spotted sea trout.
