Shreveport, LA – The Caddo Parish Sheriff’s Office has filed charges against former Assistant Oil City Police Chief Kelvin Douglas and former Caddo Parish Sheriff’s deputy Barbara Allen for false impersonation of a peace officer. The charges stem from an investigation initiated on December 23, 2024, according to authorities.
Investigators discovered that Barbara Allen, who had been terminated from the Caddo Parish Sheriff’s Office in 2018, had not worked for any law enforcement agency since her dismissal. In 2021, Allen enrolled in law enforcement classes, falsely claiming to be an officer with the Oil City Police Department to qualify for POST certification. Her claim was supported by Kelvin Douglas, who verified her supposed employment with the department, enabling her to attend the classes and complete the necessary training.
Chief Diane Williams of the Oil City Police Department reportedly became aware of the false claims and took action. Douglas was terminated from his position after it was revealed he had assisted Allen in the impersonation. Upon his departure, Douglas returned all department-issued equipment, including two badges bearing the title of Chief, one of which was attached to his ballistic vest. Williams confirmed that Allen had never been employed by the Oil City Police Department and that Douglas had no authorization to possess the Chief badges.
Detective Jeremy Edward obtained arrest warrants for the pair on January 10, 2025. Douglas was charged with false impersonation of a peace officer and unlawful possession of unauthorized badges, while Allen was charged solely with false impersonation of a peace officer.
Both Douglas and Allen turned themselves in at the Caddo Correctional Center on January 13, 2025. The investigation remains ongoing.
