Louisiana – Governor Jeff Landry has announced a comprehensive initiative to address homelessness in Orleans Parish, following an executive order issued on January 1, 2025. The plan includes securing state-maintained infrastructure, including interstates and bridges, while ensuring public streets, sidewalks, and other rights of way are clean, accessible, and safe.
Emergency funding will also be provided to assist unhoused individuals living in public spaces around key areas such as the Caesars Superdome, French Quarter, Interstate 10, and US 90. Temporary housing solutions will be coordinated using resources from multiple state agencies, including the Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP), the Louisiana Department of Health (LDH), and the Louisiana Housing Authority (LHA).
“When I assumed office, I made a commitment to take on difficult issues,” said Governor Landry. “Rampant homelessness has been a longstanding challenge for Orleans Parish, and I refuse to continue ineffective and costly policies. With the recent ISIS terrorist attack, the Dec. 8 fire under I-10, frigid temperatures, and the destruction of the riverfront streetcar line, it is in the best interest of every citizen’s safety and security to give the unhoused humane and safe shelter as we begin to welcome the world to New Orleans for Super Bowl LIX and Mardi Gras.”
### Key Measures in the Executive Order:
1. **Opening of ‘The Transitional Center’**
Located at 5601 France Road, the center will provide temporary housing for unhoused individuals, prioritizing those who are employed but lack shelter.
2. **Housing Vouchers and Services**
Unhoused individuals with jobs will be given priority for housing assistance and wrap-around services. Those with means but utilizing public resources will be offered bus or train tickets out of state.
3. **Medical and Mental Health Support**
Collaborating with local providers, the state will assist individuals requiring medical or mental health treatment.
4. **Legislative Reforms**
The administration will work with stakeholders to create legislative solutions aimed at transitioning individuals from homelessness to stable housing through a structured, step-by-step framework.
This initiative seeks to address the pressing issue of homelessness in Orleans Parish while improving public safety and preparing the city to host major upcoming events, including Mardi Gras and Super Bowl LIX.
