Governor Jeff Landry signs key insurance and DOTD reform bills aimed at consumer protection and transportation improvements

Louisiana – Governor Jeff Landry recently held a bill signing ceremony for a series of important legislative measures targeting insurance reform and Department of Transportation and Development (DOTD) restructuring.

The insurance reform bills focus on enhancing consumer protections, including new tax deductions, protections for seniors, transparency requirements for insurance companies, and restrictions on advertising costs in rate filings. Notable bills signed include:

  • HB 145: Tax deduction for fortified roof expenses

  • HB 356: Allows insuring homes based on stated value

  • SB 137: Requires companies to notify the Commissioner before exiting a market

  • HB 258: Protects seniors from age discrimination in insurance premiums

  • HB 438: Prohibits inclusion of advertising expenses in rate filings

  • SB 61: Mandates notification when credit scores affect premiums

  • HB 519: Bans phone use while driving

  • SB 231: Addresses collateral source rules

DOTD reform legislation aims to modernize the department’s structure and improve project delivery through the creation of new offices and leadership roles. Signed bills include:

  • HB 528: Establishes the Office of Transformation and Office of Project Delivery within DOTD

  • HB 556: Implements reforms including changing the chief engineer role to assistant secretary for project delivery

  • HB 640: Creates the Office of Highway Construction

Governor Landry emphasized the significance of these measures in strengthening consumer protections and streamlining transportation infrastructure management in Louisiana.
